The system was adding the X number of days to the existing Effective Date, which did not guarantee the applicant would go all the way to the bottom of the list. This has been fixed, so that the new Effective Date is now set by adding the X number of days to the date when the applicant reaches the maximum number of rejected offers or expired vouchers.
